Datensätze, die unter ein INSPIRE-Thema fallen sind entsprechend vorgegebener Schemata zu harmonisieren.
Sollten die vorhandenen Datensätze inhaltlich reicher sein als die harmonisierten Daten oder sollten sich die Datensätze nicht in das vorgegebene Schema überführen lassen, so sind sie - ggf. zusätzlich zu harmonisierten Datensätzen - als as-is Datensätze bereitzustellen.
Als as-is Datensatz versteht man in diesem Zusammenhang den nicht harmonisierten und inhaltlich nicht reduzierten Ausgangsdatensatz, wie er in der jeweiligen Geodatenstelle vorliegt, bzw. an anderer Stelle (z.B. data.gv.at oder eigene WebSite) angeboten wird.
The Commission stated that an as-is data set and a data set available in line with the
interoperability rules (under harmonized conditions) are instances or representations of the
same data set, not two data sets. There should be one metadata record saying there are two
versions of the data set: the harmonised one and the as-is one (original). We need to further
discuss how this should be appropriately documented in metadata to make sure data sets are
correctly accounted for without negative impact on the relevant calculated indicator. The
Chair proposed to further discuss this also involving the experts from the permanent technical
subgroup of the MIG (MIG-T).
